<p><P>PROBLEM TO BE SOLVED: To provide an exterior panel fixing device having excellent wind resistance. <P>SOLUTION: An exterior panel fixing device 10 which fastens a solar cell module panel 36 as an exterior panel to a roof comprises a lower split body 12 which can be fixed to a roof board material 1 through a first bolt 8 and an upper split body 11 which can be fixed to a fixing member 37 to support the solar cell module panel 36 through a second bolt 15. The first bolt 8 and the second bolt 15 are coaxially arranged to improve wind resistance, so that the stability and the fixing strength of the solar cell module panel 36 can be improved.
