An operation management server (1) that manages a storage apparatus (2) in which volumes (232) are included and data is sent and received via transmission resources is provided. The operation management server (1) includes a setting unit (101) that sets a target value of the performance to some or all of the volumes (232); a monitoring unit (103) that monitors the load factor of the transmission resources; and a bandwidth management unit (102) that specifies a target transmission resource on the basis of the load factor of the transmission resources, that decides, on the basis of the target value (232), bandwidth allocation of some of the volumes (232) that use the specified transmission resource, and that instructs a bandwidth control unit (252) in the storage apparatus (2) to adjust the bandwidth on the basis of the decided bandwidth allocation.
