<p><P>PROBLEM TO BE SOLVED: To provide a highly practicable organic film solar battery cell which has a good photoelectric conversion efficiency, and in which the increase in resistance is not caused and to provide an organic film solar battery, a method for manufacturing an organic film solar battery cell which achieves a high reproducibility in forming a titanium oxide film, and offers a good productivity. <P>SOLUTION: The organic film solar battery cell has, on a transparent substrate, a transparent electrode layer, an active layer, a buffer layer, and a metal electrode layer in turn. In the organic film solar battery cell, the buffer layer is composed of a crystalline titanium oxide layer, and includes rutile type titanium oxide particles. The organic film solar battery includes the organic film solar battery cell. The method for manufacturing the organic film solar battery cell comprises: forming, on a transparent substrate, a transparent electrode layer, an active layer, a buffer layer, and a metal electrode layer in turn.
