<p><P>PROBLEM TO BE SOLVED: To provide a base material for a heat-seal packing for attractively handling a product while contributing to a reduction of waste. <P>SOLUTION: The base material is used for the heat seal packing where a to be packed material is placed on a flat plate base material, the packed material is covered by a film and the film is thermally fused to the base material.
