Disclosed are an apparatus and method for predicting user feedback in a collaborative recommendation system, which predict feedback on a specific item of a user by giving a different weight to feedback on a specific item of users similar to the user and user feedback on items similar to the specific item, and combining the feedback with the user feedback. According to the present invention, the apparatus for predicting user feedback in a collaborative recommendation system that predicts user feedback on a specific item, includes: a similar item set generating unit configured to generate a set of items similar to the specific item; a similar user set generating unit configured to generate a set of users similar to the user; and a feedback predicting unit configured to predict feedback on the specific item of the user by giving a different weight to an evaluation score calculated on the basis of the set of similar items and an evaluation score calculated on the basis of the set of similar users, and combining the evaluation scores with each other.
