<p>PROBLEM TO BE SOLVED: To provide a heater that can suppress a reduction in voltage resistance characteristics of the heater, and an image forming apparatus.SOLUTION: A heater 1-1 includes a substrate 2, a resistance heating element 6, a pair of conductors 3 and 4, an overcoat layer 9, and a spacer layer 5. The resistance heating element 6 is formed on the substrate 2. The pair of conductors 3 and 4 are electrically connected with the resistance heating element 6 and formed on the substrate 2. The overcoat layer 9 coats the resistance heating element 6 and the pair of conductors 3 and 4 on the substrate 2. The spacer layer 5 is formed between the pair of conductors 3 and 4 and between the substrate 2 and the overcoat layer 9.</p> |
