PROBLEM TO BE SOLVED: To provide an image display device, an image display method, and an image display program capable of display natural for an observer even when a camera swings.SOLUTION: An image display device 10 to be used while being worn by an observer comprises: an inertia sensor 14 which is installed at a first position A of a body portion (frame 11) and detects swinging of the observer; an imaging apparatus 13 which is installed at a second position B different from the first position A of the body portion and generates an imaged image by imaging an outside world; a swing amount calculation unit which calculates the swing amount of the imaging apparatus 13 on the basis of the swing amount detected by the inertia sensor 14; and a tracking unit which tracks a predetermined target in the imaged image on the basis of the swing amount of the imaging apparatus 13 calculated by the swing amount calculation unit.
