PROBLEM TO BE SOLVED: To reduce image quality deterioration when input video is video-encoded.SOLUTION: A video encoder includes: an inverse matrix base conversion section 102 which performs space conversion processing to a frequency region by using a conversion base 401 on input video of a block divided by a screen division section 101 and sets the result to be a conversion coefficient; a quantization section 103 for quantizing the conversion coefficient; and an entropy encoding section 104 for generating an encoded stream on the basis of the conversion coefficient quantized by the quantization section 103. The conversion base 401 is obtained by performing inverse matrix operation on an inverse conversion base 403 used when the encoded stream is decoded by space inversion conversion processing and turning the result into an integer.
