PROBLEM TO BE SOLVED: To enable long-range communication while using impulse type UWB, and realize low-cost communication facility by reducing the number of distance measurement reference stations in distance measurement.SOLUTION: A radio transmitter 2, using impulse type UWB, includes a baseband signal processing part 21 for modulating transmission data and generating a transmission digital signal, a plurality of transmission parts 22, connected in parallel to the baseband signal processing part 21, a delay circuit 23 for shifting transmission timing of a signal transmitted by the transmission parts 22, and a transmission antenna 24. The number of transmission parts 22 is configured within a range so that the sum of signal power, generated by the transmission parts 22, does not exceed a predetermined limit value for an average power density.
