PROBLEM TO BE SOLVED: To suppress color unevenness of light radiated from a light-emitting module.SOLUTION: A light-emitting module 54 includes a substrate 21, an LED 45 provided on the substrate 21, and a phosphor layer 31 having a phosphor. The LED 45 has a base material 44 provided on the substrate 21 and a light-emitting layer 43 provided on the base material 44 and emitting light. The phosphor layer 31 is formed in a dome shape on the light-emitting layer 43 side in the thickness direction of the substrate 21 and is formed so that a difference between the length of an optical path through which light emitted from the center of a light-emitting surface of the light-emitting layer 43 passes in the phosphor layer 31 and the length of an optical path through which light emitted from an end of the light-emitting surface of the light-emitting layer 43 passes in the phosphor layer 31 is small.
