PROBLEM TO BE SOLVED: To provide a power-supply circuit with stable operation and a lighting device.SOLUTION: There is provided a power-supply circuit including an output section, a power conversion section, a feedback circuit, a charge adjustment circuit, and a control section. The output section includes a high-potential output terminal and a low-potential output terminal, and is connected to a DC load. The power conversion section has a capacitor connected between the high-potential output terminal and the low-potential output terminal, converts an input voltage into a DC output voltage corresponding to the DC load, and supplies the output voltage to the DC load. The feedback circuit feedback-controls the power conversion section on the basis of at least one of the output voltage and an output current. The charge adjustment circuit passes charges stored in the capacitor to the low-potential output terminal. The control section detects an input voltage, and passes the charges in the capacitor to the low-potential output terminal by controlling the charge adjustment circuit when the input voltage is lower than or equal to a threshold voltage.
