PROBLEM TO BE SOLVED: To suppress consumption of a photosensitive monomer of a hologram disk by shielding external light.SOLUTION: An optical information recording device which records information on an information recording medium by utilizing holography includes a signal generation part which generates two-dimensional data, and a two-dimension space light modulation part which displays the two-dimensional data and spatially modulates the light that has transmitted or reflected. The two-dimension space light modulation part includes a signal region and an external region. The signal region displays the two-dimensional data based on user data. The external region displays the two-dimensional data which does not contain the user data. The signal generation part generates the two-dimensional data in a manner in which the frequency of the two-dimensional data displayed in the external region is the frequency or higher of the two-dimensional data displayed in the signal region.
