PROBLEM TO BE SOLVED: To provide a watching system etc. capable of conducting watching through cooperation in an entire local society via a network.SOLUTION: In a watching system 1, a management terminal 3 and a plurality of watching terminals 2 and 4 are connected via a network 7. The watching terminals 2 and 4 comprise: life behavior detection means 41 for detecting life behavior of a user from an image taken by a camera 26; and report means 42 for transmitting a report to the management terminal 3 when the life behavior is not detected in predetermined time. The management terminal 3 comprises safety confirmation request means 45 for transmitting a user's safety confirmation request to another watching terminal after receiving the report from the watching terminal.
