According to the present invention, the apparatus for managing M2M traffic performs the following procedures: monitoring whether M2M traffic is in an overload state; applying a load-balancing parameter, an overload queue, or priority information step by step, if the M2M traffic is determined to be in an overload state; and processing the M2M traffic.
