A communication apparatus for vehicle-to-vehicle communication according to the present invention comprises: a network state estimation unit for estimating network state information that indicates a current network state on the basis of channel state information and driving information of adjacent vehicles; a network access control unit for determining whether to transmit a message on the basis of the network state information; a transmission scheduler unit for controlling a transmission time of the message on the basis of the network state information; and a transmission buffer unit for delaying transmission of the message according to control of the transmission time by the transmission scheduler unit.
