The present invention pulverizes oxidized soils such as red clay or kaolin, dips the pulverized soils into an acidic solution, performing neutralization and washing, filters fine particles by irradiating ultrasonic waves to the suspension in order to manufacture the fine particles, inserts precipitation dried powders into a heating sot, gives hydrophobic properties by meting and mixing surfactants having insulators such as paraffin or surfactants with cations to an organic solvent such s ether, separates the organic solvent from bound water by irradiating high frequency and performing decompression, performs sealing by performing cooling and performs spraying to an algae outbreak region such as red tide and green tide. The present invention reduces lump generation in storage, is able to widely and rapidly performing spraying into the air, is able to reduce flying to a remote space, increases residence time in water and surface of the water, continuously destroys algae by anions according to positive charge change, is able to reduce algae such as red tide or greed tide by a small amount by repeated sedimentation with the suspension and is able to reduce secondary pollution by being decomposed after sedimentation.
