摘要 To make it possible, in a solid electrolytic capacitor, to uniformly and thinly form an electroconductive polymer layer so as to cover a cathode region in a valve action metal substrate. In order to form an electroconductive polymer layer: a first electroconductive polymer layer is formed by a dipping method so as to at least embed pores located on a rough surface part of a valve action metal substrate; the valve action metal substrate (14) on which the first electroconductive polymer layer is formed is disposed so as to face a discharge nozzle (45) for discharging a coating material (42) capable of forming an electroconductive polymer layer; an electric field is generated between the discharge nozzle (45) and the valve action metal substrate (14); the coating material (42) is discharged from the discharge nozzle (45) in a state in which the coating material (42) is charged; the charged coating material (42) is caused to fly along an electric line of force (53) towards the valve action metal substrate (14) while undergoing Rayleigh breakup; and the charged coating material (42) is dried, whereby a second electroconductive polymer layer is formed.
