A rotation control device (21) is provided with the following: locking levers (63) capable of regulating rotation of a pinion gear by engaging with a ratchet wheel (60); and driving levers (64) for rotatingly driving a pinion gear in a direction in which a seat moves upward by rotating integrally with an operation member in a state of engaging with the ratchet wheel (60) on the basis of a rotating operation of an operating handle in a first direction. The locking levers (63) are detached from the ratchet wheel (60) by rotation of the pinion gear when the seat is moving upward. The rotation control device (21) is further provided with locking lever control pieces (71) and driving lever control pieces (72) for causing the locking levers (63) and driving levers (64) to detach from the ratchet wheel (60) on the basis of a rotating operation of the operating handle in a second direction. If the operating handle is at a neutral position, the locking lever control pieces (71) regulate motion of the locking levers (63) detaching from the ratchet wheel (60).
