a management unit configured to manage a memory with a plurality of areas; an allocation unit configured to allocate the plurality of areas of the memory to the plurality of functional units respectively; and a control unit configured to control so as to, when, in a power saving state, at least one of the plurality of functional units is caused to transition into the power saving state, stop a refreshing of the area of the memory allocated to the functional unit that is caused to transition into the power saving state.
