<p><P>PROBLEM TO BE SOLVED: To provide a photograph sticker formation device capable of providing service without carrying out useless communication. <P>SOLUTION: A photography sticker formation device acquires maintenance information of a server, and transmission setting is kept ineffective (YES in S71) if the server is in a stopping state. If the server is not in a stopping state, a transmission test is performed, and effectiveness/ineffectiveness of transmission setting is determined (S72-84) based on result of the transmission test. In the transmission test, data transmission of the same level as transmission of photography is performed.
