The present invention relates to an image management system for forecasting a flood. The image management system for forecasting the flood according to the embodiment of the present invention simply photographs an image of a water level using a network camera to easily set an environment at a remote place and efficiently determines the abnormality of the water level based on the image. The image management system for forecasting the flood according to the present invention includes a water level measuring device which includes a water level measuring sensor, the network camera, and a controller of a measurement station.
