<p><P>PROBLEM TO BE SOLVED: To realize functions as a cathode and a conductor for the cathode, to realize a function as an end fixing member for fixing an end of an antifouling panel as well, and to prevent falling and peeling of the antifouling panel. <P>SOLUTION: A panel attaching member 10 is used in an antifouling system (100) for preventing deposition of marine organisms to a wall surface by electrolysis of seawater. The panel attaching member 10 includes a rail part 38 and a fastener attaching part 40 formed of stainless steel or the like. The rail part 38 has a planar first piece 42 and a second piece 44 rising from one side end of the first piece 42. Also, on an inner surface side of the rail part 38, an insulator 48 is provided.
