<p>The present invention relates to a rapid and slow cooling apparatus for cutting resin using air pressure and water pressure and, more specifically, to a rapid and slow cooling apparatus for cutting resin using air pressure and water pressure which can cut resins in desired length, and has a structure capable of using both air pressure and water pressure, thereby being able to be widely used for cutting various resins and for rapid and slow cooling using one or both of air pressure and water pressure based on elongation according to inorganic substance content of resin which will be cut.
