Provided are a method capable of manufacturing graphene by a simplified process, and a method capable of manufacturing a pulsed laser resonator by a simple process by using the graphene as a saturable absorber of a pulsed laser. Graphene can be formed between a transparent substrate and a metal sheet. In addition, graphene is directly grown on the end of an optical fiber when the end of the optical fiber is applied to the transparent substrate, and a passively mode-locked pulsed laser is formed by using the graphene. The graphene can be formed in the air under the condition of room temperature without vacuuming, heat treatment, and external carbon supply, thereby allowing graphene of excellent quality to be simply and economically manufactured.
