The present invention provides cosmetic composition for skin whitening comprising fulvic acid. The cosmetic composition of the present invention has an effect of preventing melanin generation and having excellent skin whitening and safe skin. The fulvic acid obtains refining of high purity through a strong alkali/strong acid process extraction method designated from International Humic Substances Society.
