摘要 <p>The present invention relates to a device for measuring a momentary blackout. The device comprises: a sampling unit to provide sample data by sampling an AC signal according to input power through an analog/digital converting process when the input power is supplied; an effective value converting unit to calculate cycle data using the sample data and to convert an effective value according to the cycle data; and a control unit to compare the effective value provided by the effective value converting unit with a predetermined reference value to determine whether a voltage of the input power is raised/descended, and to identify a momentary blackout or a permanent blackout to be notified to a user when the voltage of the input power is descended. Therefore, the device is capable of: determining a voltage state on the voltage rise and the voltage descent by simply converting the cycle data to the effective value to be compared with the reference value by using a look-up table for the cycle data and the effective value; confirming a momentary blackout or a permanent blackout when the voltage descents by using the effective value; providing simpler and cheaper elements compared to an existing device; and making an accurate determination on the blackout and a prompt decision on a future counteraction by detecting a change progress of a peak value to secondarily and accurately identify the blackout state and then to transmit a blackout reporting message to a manager terminal.</p>
