PROBLEM TO BE SOLVED: To provide a device capable of estimating a stay purpose of a user by use of base station position information which can be acquired by a common carrier facility without depending on a positioning function of a mobile terminal.SOLUTION: A device has: communication history accumulation means in which communication histories including date time of communication and base station position information are accumulated; time window division means dividing the communication histories by a prescribed time window; stay/movement determination means determining a stay or movement on the basis of probability distribution of a position based on the base station position information in each time window; position clustering means determining a stay time section on the basis of a time section of the stay time window; feature vector calculation means calculating a feature vector calculated from the stay time section; and stay purpose estimation means estimating a stay purpose of a user related to data with which the feature vector is associated in each staying place on the basis of learning data in which the feature vector and the stay purpose are associated with each other in each staying place.
