The present invention relates to a composition for improving the condition of hair or scalp containing polysaccharides extracted from panax ginseng and green tea. And more specifically, the composition is mixed of each polysaccharide which is extracted from a fermentation product of panax ginseng and green tea, or fermented polysaccharide which is obtained by fermenting polysaccharides extracted from panax ginseng and green tea so it prevents grey hair and hair loss, mitigates stimulation to scalp, inhibits dandruff and scalp inflammation, improves overall hair condition, and has excellent purification and soothing effects to scalp.
