PROBLEM TO BE SOLVED: To easily recognize how an image and meta data output from a transmission device are encoded.SOLUTION: A monitoring camera 1000 communicable with a client device 2000 through an IP network 1500 comprises a communication unit 1005 for outputting an image and meta data related to the image. The communication unit 1005 transmits encoding system information showing whether an encoding system can be set respectively on the image and metadata output by the communication unit 1005, to the client device 2000 through the IP network 1500.
