PROBLEM TO BE SOLVED: To provide an exhaust emission control device capable of efficiently purifying NOx into Nby using discharge plasma and two kinds of catalysts.SOLUTION: An exhaust emission control device includes: at least one discharge means for forming discharge plasma; and a first catalyst for decomposing NOx and a second catalyst for decomposing NO disposed in at least one discharge part in which discharge plasma is to be formed. The exhaust emission control device has a structure that brings NO to be generated by NOx decomposition in the first catalyst into contact with the second catalyst.
