The present invention relates to an emulsion composition of water-insoluble pharmaceutical products in aqueous solution, which is allowed to significantly disperse a huge amount of water-soluble pharmaceutical products in a stable manner with no use of a solubilizing agent compared with an existing method of solubilizing water-insoluble pharmaceutical products in a liposome or an emulsion form wherein the solubilizing agent in the existing method has toxicity or side effects, and a manufacturing method thereof.
