PROBLEM TO BE SOLVED: To provide a two-pack reactive polyurethane elastomer composition capable of providing a steel material or a tube material excellent in abrasive property in water in addition to abrasive property in a dry process.SOLUTION: There is provided the two-pack reactive polyurethane elastomer composition which includes a base agent including long chain polyol (a):50 to 90 mass%, castor oil-based polyol (b):0 to 30 mass% and short chain polyol (c):0 to 20 mass%, and includes a hardening agent including organic polyisocyanate (e):30 to 70 mass% and the long chain polyol (a):20 to 70 mass%. The two-pack reactive polyurethane elastomer composition is obtained by mixing the base agent and the hardening agent in such a way that a ratio of molar quantity of an isocyanate group included in the hardening agent to the total molar quantity of a hydroxyl group and an amine group included in the base agent (NCO/(OH+NH)) falls within the range of 0.9 to 1.2, and reacting the mixed base agent and hardening agent. There is also provided a coated steel material or a coated tube on the inner surface of which a coating film of the composition with a thickness of 1 mm or more is formed via an epoxy-based coating film.
