PROBLEM TO BE SOLVED: To improve inspection efficiency.SOLUTION: A determination device 100 acquires terminal information 101 indicating a target terminal to be determined as to whether the target terminal is an open terminal among terminals included in a plurality of modules. The determination device 100 acquires connection information and first attribute information indicating an attribute that each terminal is an input terminal or an output terminal, for each of the terminals. The determination device 100 generates second attribute information indicating an opposite input/output attribute to the input/output attribute indicated by the acquired first attribute information, for each of the terminals. The determination device 100 simulates a state of each terminal if a value of each terminal on which the second attribute information indicates the output terminal is a specific value out of the terminals, on the basis of the acquired connection information and the generated second attribute information. The determination device 100 determines whether a state of the target terminal indicated by the terminal information 101 is a high impedance state.
