PROBLEM TO BE SOLVED: To provide a lighting device, a headlamp device using the same and a vehicle capable of stably controlling the output current even when the output voltage is low.SOLUTION: A power conversion section 3 includes: a transformer T1 which has a primary winding T11 at the input side and a secondary winding T12 at the output side; and a switching element Q1 which is connected to the primary winding T11 in series, and is controlled to turn ON/OFF by a control section. The transformer T1 has a third winding T13 different from the secondary winding T12 at the output side. The control section simulates and measures the primary current flowing on the primary winding T11 based on a voltage which is generated on the third winding T13, and detects the timing to switch OFF the element Q1 based on the primary current.
