The present invention relates to a liquid type polishing or water-repellent composition with improved low temperature stability, which has outstanding low temperature stability and accordingly prevents the separation of phase, thereby leading to good polishing properties and good water repellent properties and being used for washing cars in an automatic washing machine for vehicles during winter, and a manufacturing method thereof.
