An apparatus for generating steam according to the present invention comprises: a tank for storing water; a steam generator for generating steam using water supplied from the tank; and a separator for receiving steam to separate moisture from the steam. A gas generated in the separator flows into a pipe for manufacturing shoes. Water generated in the separator is cooled to a predetermined temperature by heat exchange to feed back to the initial tank. Steam generated in a steam separator has extremely low water content. Therefore, textiles and leathers can be made into the shape of a mold without a tanning process in the manufacture of shoes.
