A method, base station, and user equipment for changing cell clusters. The method comprises: a base station of a cell makes, either on the basis of received instruction information transmitted by a network side controller or by applying with a target cell, the cell to join one cell cluster, or makes the cell to leave the cell cluster at where the cell is located, or makes the cell to change from the cell cluster at where the cell is located to another cell cluster. The present embodiment shows that cell cluster dynamics can be changed by allowing one cell either to join a cell cluster or to leave a cell cluster or to change from one cell cluster to another cell cluster; therefore, benefits can be acquired via an enhancement mechanism within a cell cluster.
