PROBLEM TO BE SOLVED: To provide a cutting device of a strand that enables a drum to properly wind a strand by preventing the strand from dangling just before wound by the drum and thus suppresses a cutting error to improve product quality.SOLUTION: A cutting device 10 of a strand winds a strand S by rotating a drum cutter 20, guides the strand S from a first guide member 51 via a shoe 42 to a gap between the drum cutter 20 and a roller 32, presses the strand S wound by the drum cutter 20 with the roller 32 to cut the strand S with a cutter edge. Guide pipes 52 which are a regulatory member are installed between the shoe 42 and the first guide member 51 and regulate the location where the strand S flows in the vertical direction just before the shoe 42 to agree with a height between two cutter holders 21, 22.
