This ultraviolet irradiation device (10) has: a body section (22) having arranged therein ultraviolet irradiation tubes (16-1-16-3) that irradiate ultraviolet rays on water (W) to be treated that has flowed therein; an inflow tube (12) that causes the water to be treated to flow to inside the body section; and an outflow tube (14) that causes the water to be treated to flow out from the body section. The inflow tube and the outflow tube are arranged such that the water to be treated that has flowed along an inside wall of the body section can form a swirl flow (FR), therefore all of the ultraviolet rays that are emitted from an ultraviolet lamp can be irradiated on the water to be treated, without any excess or deficiency, and sufficient ultraviolet treatment can occur even if the water type or volume changes.
