Provided in embodiments of the present invention are a method, device, and system for carrier conversion. The method comprises: a base station transmits to a UE of a present cell a carrier conversion indication message to indicate to the UE via the carrier conversion indication message that a carrier type of the present cell is about to be changed; and, the base station converts the carrier type and modifies a content and/or transmission mode of corresponding system information and a sequence and/or transmission mode of common signals. The method for carrier conversion of the embodiments of the present invention gives improved play to advantages of BCT and NCT and implements smooth transition for a carrier service user.
