<P>PROBLEM TO BE SOLVED: To efficiently utilize software and to appropriately charge for the utilization of the software. <P>SOLUTION: A processing execution unit 42 executes a job program on the basis of a license supplied from a license management unit 41. A license history recording section 51 of the license management unit 41 communicates with a license manager 21 and records a time at which the license is acquired or returned. A work history recording section 52 records information relating to an event incurred by various tasks or the like. On the basis of the information recorded by the work history recording section 52, a standstill state detection section 54 detects a standstill state of the job program and returns the license via the license history recording section 51 as needed.
