1. A method of selecting a public land mobile network (PLMN), by a user equipment (UE) having a first layer and a second layer, the method comprising:
receiving, by the first layer of the UE, a PLMN list including a plurality of PLMNs and a plurality of prohibition indicators corresponding to respective ones of the plurality of PLMNs, wherein each prohibition indicator indicates whether access to a mobile communication network corresponding to a respective PLMN is prohibited; delivering, by the first layer of the UE to the second layer of the UE, the PLMN list and the prohibition indicators; and performing, at the second layer of the UE, a PLMN selection process that excludes any respective PLMN associated with a prohibition indicator indicating that access to the mobile communication network corresponding to the respective PLMN is prohibited, unless the excluded PLMN is a home PLMN (HPLMN) of the UE.
