<p>PROBLEM TO BE SOLVED: To create encoding data in which decoding processing can be simplified, since tiles not requiring decoding processing can be specified as long as the decoding is performed with screen sizes set in advance.SOLUTION: An image encoder determines division positions at which a frame to be encoded is divided into tile shapes according to a plurality of screen sizes for simplifying decoding; determines, for each of the tiles, a reference area that is searched for by prediction image data in performing encoding according to the screen sizes set in advance; and searches for, with respect to pixel blocks of interest inside tiles of interest, a prediction block from the reference area determined as to the tiles of interest, and then performs prediction encoding of the pixel blocks of interest.</p> |
