The present invention relates to a TDMA based baseband modem design method which enables easy and quick design of a baseband modem to realize relay communication of voice or data using TDMA with FPGA or VLSI chips. The method includes: a step of defining the state of a slot composed of a certain number of frames; a step of determining the order of the slot depending on the state of the slot; and a step of defining a network cycle according to the order of the slot. Therefore, the present invention enables quick design of a TDMA baseband modem with FPGA or VLSI chips and is applicable to FPGA regardless of number of network cycles or number of slots.
