PROBLEM TO BE SOLVED: To provide a user with sufficient QoS (Quality of Service) by estimating an application being used by the user.SOLUTION: A radio base station performs communication control of two way radio communication with one or a plurality of radio communication devices which perform radio communication according to execution of applications. An application estimation unit of the radio base station estimates a type of the application being executed in each of the radio communication devices on the basis of uplink data amount, downlink data amount, time variation of the uplink data amount and time variation of the downlink data amount in the radio communication.
