PROBLEM TO BE SOLVED: To provide a relay device, a program, and a communication system that can reduce memory capacity of a router and improve security of the system.SOLUTION: A router R having a relay function to relay data between networks publishes capability for providing content stored in a commander C subordinate to the router R on an overlay network ON. Then, the router R searches the overlay network ON for location of content requested for search from the commander C, and transmits the search result to the commander C.
