PROBLEM TO BE SOLVED: To prevent a protection program 101 and a protection setting file 102 from being altered and to execute the protection program 101 on the basis of the protection setting file 102.SOLUTION: A read-only medium 200 is generated in which a boot loader 210 and a security file 201 are stored. The security file 201 includes an OS file 221 and an encoded file 222. An information processing device 300 executes the boot loader 210 stored in the read-only medium 200 and reads the security file 201 from the read-only medium 200 into a main memory. The information processing device 300 decrypts the protection program 101 and the protection setting file 102 from the encoded file 222 by using a device identifier of the device itself and a medium identifier of the read-only medium 200, and executes the protection program 101 on the basis of the protection setting file 102.
