The present invention relates to a cooling and heating device using a convex lens and a concave lens, relating to an outdoor cooling and heating device which does not require electricity, where a plurality of concave lenses and concave lenses are installed between an inner part and an outer part of a structure. The present invention performs heating using a single vision acrylic condensing lens or a transparent plastic convex lens instead of the convex and concave lenses and performs cooling using an acrylic concave lens or a plastic concave lens. The present invention provides a warming effect due to the light concentration when forming the convex lens and a cooling effect due to the dispersion effect of light when forming the concave lens.
