<p>PROBLEM TO BE SOLVED: To provide an image decoder which decodes encoded data with a small code amount.SOLUTION: An image decoder is configured to decode encoded data of a higher layer included in encoded data having been subjected to hierarchically encoding so as to restore a decoded picture of the higher layer, and includes an RPS derivation part which derives a reference picture set. The RPS derivation part derives at least a first sub-RPS and a second sub-RPS as sub-RPSs constituting the reference picture set; and the first sub-RPS includes a pixel-dependent inter-layer reference picture and the second sub-RPS includes a picture-nondependent inter-layer reference picture.</p> |
