The present invention relates to a thermal power controller for solid fuel and a combined boiler and stove using the same, wherein the thermal power controller is capable of controlling the thermal power of the solid fuel easily and the combined boiler and stove uses the solid fuel such as sawdust or wood pellets (products molded into pellets when wood is pulverized, dried, and compressed into small particles such as the sawdust). The thermal power controller comprises: an outer tube having thermal power control grooves on the outer circumferential surface thereof, and having an extended flange formed on the bottom thereof and having air inlet holes; and an inner tube having a thermal power control lever formed on the outer circumferential surface thereof, and having a fuel dispersion preventing plate formed on the bottom thereof and extended to be tapered downwards, wherein the thermal power controller can be held in the thermal power control grooves in multiple vertical stages when the inner tube is vertically moved in the outer tube.
